Bylaws of Sonnie Penn Elementary Parent Teacher Organization (PTO)

 

Article I – Name

 

The name of the organization shall be Sonnie Penn Parent Teacher Organization (PTO.) Hereafter, the organization will be referred to as the Penn PTO.

 

Article II – Purpose

 

The purpose of the Penn Elementary Parent Teacher Organization (PTO) is to support the education of children at Sonnie Penn Elementary School by fostering relationships among the school, parents, and teachers. The PTO will also aim to be a vehicle for communication and support among home, school, and community, bringing all into a closer relationship.

 

Article III – Members

 

Section 1. Eligibility. Any parent and/or guardian for any child attending Sonnie Penn Elementary School may be a member and shall have voting rights. The principal and any faculty or staff member employed at the school may be a member and have voting rights. The PTO prohibits discrimination in program and membership, based upon race, color, national origin, sex, pregnancy, age, veteran status, or disability.

 

Section 2. Dues. Dues will be established by the Executive Board officers. PTO dues will be paid at the beginning of each school year.

 

Article IV – Executive Board Officers and Elections

 

Section 1. Officers. The Executive Board Officers shall be a president, vice president, secretary, and treasurer.

 

  1. President. The President shall preside over meetings of the organization and executive board, prepare the agenda, serve as the primary contact for the principal, represent the organization at meetings outside the organization, serve as an ex-officio member of all committees except the nominating committees, and coordinate the work of all the officers and committees in order that the purpose of the organization be served. The President shall be on the PTO bank account, hold a PTO credit card and be an authorized signer of PTO checks.

 

  1. Vice President. The Vice President shall act as an aide to the President, perform the duties of the President in the absence of the President, and will assume the duties of the President if the President cannot fulfill the term of office. The Vice President shall be on the PTO bank account and hold a PTO credit card.

 

  1. Secretary. The Secretary shall keep all records of the organization, take and record minutes, handle correspondence, and send notices of meetings to membership. The Secretary also keeps a copy of the minute’s book, bylaws, rules, membership list, and any other necessary supplies, and brings them to meetings. The Secretary shall be on the PTO bank account and hold a PTO credit card.

  2. Treasurer. The Treasurer shall receive all funds of the organization, keep an accurate record of receipts and expenditures, and pay out funds in accordance with the approval of the executive board. He or she will present a financial statement at every meeting and at other times of the year when requested by the executive board, and make a full report at the end of the year to include an audit and taxes. He or she will maintain a financial binder, which will include financial activity reports, receipts, funds requested and bank statements and bring to the monthly meetings. The Treasurer shall be on the PTO bank account, hold a PTO credit card and authorized signer of PTO checks.



 

Section 2. Executive Board Nominations and Elections. The elected Executive Officers of the Penn PTO will be President, Vice President, Secretary and Treasurer

 

Elections will be held at the second to last PTO meeting of the school year (April). The last month of the school year (May) shall serve as a transition/training period for new officers. The nominating committee will consist of at least three persons (members of the Penn PTO board and general membership will be represented). The committee will inform the PTO members of the open positions and send nomination forms to the full membership in March. These forms may be sent via email or student folders. Nomination forms shall be returned to the Secretary. The Secretary shall present the nominees at the meeting held in April. At that meeting, nominations may also be made from the floor. Voting shall take place during the April meeting – NO absentee voting is permitted. If more than one person is running for office, a ballot vote shall be taken. If only one person is running for office, a voice vote may be taken.

 

Ballots will be counted by the school Principal or Assistant Principal, and one other staff member designated by the nominating committee. After counting ballots, the results will be announced at the end of the April meeting, after which they will be destroyed.

 

Officers will assume their duties at the end of the current school year. An officer transition will take place between June 1st and the last day of school with the outgoing officer and incoming officer. A transition for the treasure shall take place after the end of the fiscal year, but prior to the beginning of the school year.

 

In the event of a special election, public notice of the ballot will be made to the full PTO membership within 24 hours of the election. Nominations received with less than a 24-hour notice will be announced at the start of an election meeting.

 

Section 3. Eligibility. Members are eligible for office if they are members in good standing at least 14 calendar days before the nominating committee presents its slate.

 

Section 4. Terms of Office. Officers are elected for one term. A term is defined as two years. Each member shall hold only one office at a time. Officers may serve no more than four terms per office consecutively. One PTO Board Officer will serve on the Penn Elementary School Advisory Council.

 

Section 5. Vacancies. If there is a vacancy in the office of President, the Vice President will become the President. At the next regularly scheduled meeting, a new Vice President will be elected. If there is a vacancy in any other office, members will fill the vacancy through an election at the next regular meeting. Should an officer resign, the former officer’s participation in planning and/or committee events will be at the discretion of the PTO Board, school Principal, and Assistant Principal. The PTO Board, school Principal, and Assistant Principal will determine if there are any conflicts of interest, or if the former officer needs to recuse himself/herself for conduct unbecoming an officer of the PTO. The officer may volunteer to help prior to, during, and/or after an event through opportunities sent to the full membership. See Article VII, Section 3.

 

Section 6. Officer Resignation. The resignation of an officer must be a formal letter that includes the date, a name to whom it is addressed, the reason for the resignation, and the person’s signature. The person resigning can mail his or her letter to the Secretary (or President in the case of the Secretary’s resignation), or hand it to him or her in person. All resignations must be signed, therefore verbal or email resignations will NOT be accepted. The resignation becomes official when acknowledged at an open PTO meeting. The office is vacant and should be filled according to the rules for filling vacancies. See Article IV, section 5. Officers who wish to withdraw their resignations must also do so in writing to the PTO Board.

 

Article V – Meetings Section

 

Section 1. Regular Meetings. A general meeting will be held once per month during the school year (excluding December, January, and June) at a time and place to be determined by the Executive Board officers. The schedule for these meetings will be determined in May of the current school year at an Executive Board meeting. PTO meetings will be published on the school calendar, PTO event calendar and PTO Facebook group in advance for the school population.

 

Section 2. Annual Meeting. The annual meeting will be held at the April regular meeting. The annual meeting is for receiving reports, electing officers and conducting other business that shall arise. The Secretary will notify the members of the meetings via email or in a flyer sent home with the students at least one week prior to the meeting.

 

Section 3. Special Meetings. Special meetings may be called by the President, any two members of the Executive Board or five PTO members submitting a written request to the secretary. Previous notice of the special meeting shall be sent to the members at least 10 days prior to the meeting by flyer or email.

 

Article VI – Executive Board Section

 

Section 1. Membership. The Executive Board shall consist of a President, Vice President, Secretary and Treasurer.

 

Section 2. Duties. The duties of the Executive Board shall be to transact business between meetings in preparation for the general meeting, create standing rules and policies, create standing and temporary committees, prepare and submit a budget to the membership, approve routine bills, prepare reports and recommendations to the membership, and act as a liaison between the PTO chairs, members, and school faculty and staff.

 

Section 3. Meetings. Regular meetings shall be held monthly, to be determined by the Executive Board. Special meetings: See Article V, Section 3.

Section 4. Vacancies. See Article IV, Section 5. Article VII – Committees

Section 1. Membership. Committees may consist of members and Board members, with the President acting as an ex-officio member of all committees.

 

Section 2. Standing Committees. Standing committees are developed and assigned at the beginning of each year as required. It is the responsibility of the Committee Chairperson(s) to supervise, delegate and ensure all duties for the committee are fulfilled, as well as provide updated records, along with a timeline of tasks and an after-action report at the conclusion of the committee’s event, to their designated Board liaison.

 

Section 3. Committee Chairs & Members. Committee Chairmanship terms are for the current school year. Committee Chairs are selected and removed by the vote of the Executive Board officers. Removal must be a majority and in writing. Chairmanship of a committee is dissolved at the end of the school year. Committee members will be selected at the first meeting of the school year.

 

Section 4. Additional Committees. The Board may appoint additional committees as needed. 

 

VIII – Finances Section

 

Section 1. Budget. An annual budget shall be drafted in August for each school year and be presented to the Executive Board and the school Principal for approval. The Treasurer will present the PTO budget for the school year at the first PTO meeting in September. The budget must be approved by a majority vote of the members present at the first PTO meeting of the year in September. Funding requests from teachers are to be submitted to the Principal and the PTO President to be approved at the next PTO meeting. Additional expenses can be approved by the Executive Board officers not to exceed $500.00.

 

Section 2. Records. The Treasurer shall keep accurate records of any disbursements, income and bank account information.

 

Section 3. Expense Approval. The Executive Board shall approve all expenses of the organization during the first meeting of the school year, as noted in the annual budget.
Funding Approval. see Article VIII, Section 1.

 

Section 4. Bank Account. All Executive Board Officers shall be on the Penn PTO bank account and hold Penn PTO credit cards. Authorized signers of checks shall be the President and Treasurer.

 

Section 5. Reports. The Treasurer shall prepare a financial statement for each monthly PTO meeting, an end of the year audit and file income taxes.

Section 6. Dissolving the PTO. Upon the dissolution of the organization, any remaining funds should be used to pay any outstanding bills and, with the membership’s approval, spent for the benefit of the school.

 

Section 7. Fiscal School Year. The fiscal year shall coordinate with the school year.

 

Section 8. Money-Handling. Upon approval by Sonnie Penn Elementary PTO and school administrators, procedures regarding the handling of PTO funds is as such:

 

  1. Official PTO money may only be handled by PTO Executive Board officers (President, Vice President, Secretary, and Treasurer) and Sonnie Penn Elementary faculty and office staff. This includes all PTO monies that come into the school office and all monies that are acquired at PTO events.

 

  1. Upon receipt of PTO funds in the office, if an Executive Board officer is not present to receive them, the envelopes will be secured by the Penn Bookkeeper.

 

  1. At no time should PTO monies be placed in the PTO box or folders. All money should be held with the school Bookkeeper until an officer picks it up. Every attempt will be made for a designated officer to pick up monies daily.

 

  1. Monies collected for PTO sponsored events by an Executive Board member should be given to the PTO Treasurer to complete a money detail form and deposit into the PTO bank account.

 

  1. For donations or money to PTO that do not accompany a PTO sponsored event (Bingo Night, Read-A-Thon (RAT), Movie Night, etc.) the Executive Board officer collect all monies to be given to the PTO Treasurer to complete a money detail form and deposit into the PTO bank account.

 

  1. At PTO events, only PTO Executive officers, committee members, and PTO members may run the cash boxes and credit card transactions. Anyone who is not a PTO Executive officer, committee member, or PTO member is not permitted to sit at a money-handling table. All cash boxes will be double counted on site by two officers and one PTO member, who will complete a money detail form at the conclusion of the event.

 

  1. In the unlikely event that there are not enough PTO officers and/or committee members or PTO members present at an event to follow the guidelines outlined above, the PTO officers will work with school administrators to count and complete a money detail form for the PTO monies.

 

  1. Paper receipts are required for all cash sales over $30. Paper receipts will be issued for cash sales less than $30, if requested. (Concessions sales are excluded.)

 

  1. The Penn PTO agrees to administer all funds received from fundraising activities under the principles set forth in Policy 352, Regulation 341-1, and the PWCS Financial Guidelines Manual.

 

  1. The PTO will undergo an annual audit conducted by a person or business which is independent of the organization. A copy of the audit will be provided annually to the Principal.

 

Article IX – Parliamentary Authority

 

“Robert’s Rules of Order” shall govern meetings when they are not in conflict with the organization's bylaws.

 

Article X – Standing Rules

 

Standing rules may be approved by the Executive Board, and the Secretary shall keep a record of the standing rules for current and future use.

 

Article XI – Dissolution

 

The Penn PTO may dissolve and terminate its affairs in the following manner:

The Penn PTO board will adopt a resolution recommending that the Penn PTO be dissolved and

directing that the question of such dissolution be submitted to a vote at a special meeting of members. Notice of the meeting will be published on the school website, Facebook and PTO page. Approval of the dissolution of the Penn PTO will require the affirmative vote of the majority of the members present at the special meeting. Upon dissolution, any remaining funds should be used to pay any outstanding bills and, with the membership’s approval, spent for the benefit of the school.

 

Article XIII – Amendments

 

These bylaws may be amended at any regular or special meeting, providing that previous notice was given at the prior meeting (with the exception of the first meeting) in writing and then sent to all members of the organization by the secretary. Notice may be given by postal mail, e-mail or fax. Proposed changes to the bylaws will be posted on the PTO website for members to review at least 30 days prior to a vote. Amendments must be approved by a two-thirds vote of those present.

 

Penn Elementary School PTO

 Meeting Minutes: September 12, 2024

 

Alex DeSanto called the PTO meeting to order at 7:00pm.

 

Those in attendance were Alex DeSanto, Dr. Bolles, Theresa Bodie, Dawn LaCour, Ann Marie Schiller, et. al (see list below).

 

REPORTS:

 

Minutes: Ann Marie Schiller presented the May 2024 meeting minutes. They were reviewed, Analee Striner Brown made a motion to approve the minutes, and the motion was seconded by Stephanie Rivera.

Treasurer’s Report: Dawn LaCour reported on this year's financial activity from our fiscal year start of July 1 through September 7. We currently have a total revenue of $3,250.04 and total expenses of $5,095.88 making a grand total loss of $1,845.84. She explained that we have about $13,000 in our bank account currently.

Spirit Night: Alex DeSanto reported that the proceeds from August’s Frostie Moose Spirit Night was $350 and the September 10th Spirit Night at Armetta’s are TBD. She also announced that the next Spirit Night will be Texas Roadhouse on October 16th.

 

OLD BUSINESS:

Staff Breakfast, SWAG Sales, BooHoo Breakfast, Kindergarten Gift, Lounge Restock: Alex DeSanto reported that in August, the PTO provided breakfast for the Penn staff. She also shared that SWAG sales were successful during school orientation. Additionally, the PTO hosted a Boo-Hoo breakfast for incoming Kindergarten families on the first day of school, and all Kindergarteners received a "My Favorite Panther" magnet as a gift from the PTO. Lastly, she noted that in early September, the lounge stock of snacks and beverages for the Penn staff was a great success. Thanks to the many generous Penn families, the lounge was stocked entirely through donations. Dr. Bolles commented that we have about 85 staff members who are so grateful for the breakfast and snacks in the lounge.

 

 

NEW BUSINESS:

Treasurer’s Report: Dawn LaCour reported this year's proposed financial budget of $27,950 which was

approved by majority vote.

Bylaws: Ann Marie Schiller reported that the only change made to the Bylaws was the addition of the new officers' names. The updated Bylaws were reviewed and approved by majority vote.

Volunteer Opportunities:

  • Committees: Alex DeSanto provided an overview of each committee that helps ensure a successful year.
    • Bingo Night: Our biggest event of the year and it requires a lot of planning and volunteers to make it successful.
    • Communications: Derek Braxton was introduced as a member of the communications committee, which manages communication with the school and PTO members via PT Board, Facebook, and the school staff.
    • Newsletter: Our monthly newsletter recaps past events and provides reminders for upcoming events and fundraisers.
    • Spirit Night: Dharmi Shah and Tammy Vaillancourt, the co-chairs, gave a brief overview of their role in organizing spirit nights throughout the school year.
    • Spirit Wear: A member of this committee would work with vendors to purchase SWAG for the school.
    • Corporate Donations: This role involves reaching out to the community to secure business donations for the school.
    • Staff Appreciation: This committee assists in planning staff appreciation events throughout the year.
    • A-Thon: The chairperson coordinates with vendors to organize and manage the read-a-thon or walk-a-thon events.
  • Other Opportunities: Each event will need volunteers to help make it a success.

    • Holiday Potluck and Staff Gift Wrapping
    • Movie Night

Spirit Wear Purchase: Alex DeSanto presented an option for the PTO to replenish its on-

site t-shirts. The members approved a purchase budget of $2,000 for approximately 144 shirts (adult and kids sizes).

Upcoming Events:

Read-A-Thon: During the Read-A-Thon, an author will visit the school to speak to the students. Ms. Swank submitted a funding request of $1,000 to provide students with copies of the author’s book, noting that the final cost may be lower due to a discount. The request was approved by the members in attendance. Other information for read-a-thon:

  • Goal is to donate funds School Courtyard Improvements

     Trunk or Treat: October 25th – We will be requesting car trunk sign-ups and candy donations soon.

    • Download the app and set your account to Penn Elementary. Use the app to scan receipts to earn money for Penn.
  • Harris Teeter
    • Remember to renew your school donations on your VIC card each year. Penn Elementary School Code: 6529.
  • Taekwondo with Yi Champions
    • Yi Champions Taekwondo Academy will donate the full $60 signup fee to the Penn PTO for a 6-week program. Participants must sign up by September 30 for a program start date of October 1st.
  • BP Car Wash Promotion
    • The Rana Family is generously donating 20% of all car wash purchases from their BP gas stations throughout the year. To participate, simply snap a picture of your receipt and email it to pennelementarypto@gmail.com. Participating locations include the Old Bridge BP at 12576 Grand Targhee Dr, Woodbridge, VA 22192, and the Mapledale BP at 13601 Mapledale Ave, Woodbridge, VA 22193.
  • Possible Popcorn Fundraiser: Tammy Vaillancourt explained that the Double Good company offers an easy popcorn fundraiser, with the school receiving 50% of the sales.

PAWS Information: Dr. Bolles discussed the upcoming PAWS Information Night on September 19th. He mentioned that pizza and drinks will be provided, and attendance at the informational session is required for anyone interested in participating in the program. The presentation will cover safety and regulations within the school, and childcare will be available. A member inquired about managing the program with multiple children in the school. Dr. Bolles explained that they can adjust the schedule to visit both children if given advance notice. He also addressed questions about half days, confirming that accommodations can be made for those as well.

All In Tutoring: Ms. Broome presented the state-funded tutoring program designed to address academic setbacks from the COVID-19 pandemic. The program targets students in grades 3-5 who scored in the lower range on SOLs, focusing on reading and math. Those with scores of 0-399 are eligible for a 36-week program, though the duration may be shorter due to time constraints. Before and after-school tutoring is available, and there will be additional support later in the year for students with scores between 400-447. Each tutor can work with a maximum of 10 students. Letters detailing the program will be sent out in the next week or two. Currently, all tutors are school staff, with one high school student included. Future plans involve hiring parents, college students, or others outside the school staff, with training provided. The program utilizes Lexia and Zern, which can also be accessed at home. It runs for one hour, starting at 8 am or from 4-5 pm, with transportation responsibility falling to parents or guardians. For those interested in tutoring, contact broomjv@pwcs.edu. VGA and HMH data will be used for current 3rd graders to help identify students in need of support.

 

QUESTIONS & COMMENTS:

There was a question about a gap in the sidewalk near the school that kids have been tripping on. Dr. Bolles said he will help get it fixed. Dr. Bolles mentioned that we have a security personnel who works here full time and we take school security seriously. There was a question about the next lockdown drill. According to policy, two drills must be conducted at the beginning of the year. Students are instructed to stay away from the door and remain quiet during these drills.

 

REMARKS BY DR. BOLLES:  Dr. Bolles reminded everyone about Back to School Night, where there will be information on both district-wide updates and classroom activities. He also noted that there will be no school on October 3rd and November 1st.

Penn Elementary School PTO

 Meeting Minutes: October 10, 2024

 

Alex DeSanto called the PTO meeting to order at 7:01pm.

 

Those in attendance were Alex DeSanto, Dr. Bolles, Theresa Bodie, Dawn LaCour, Ann Marie Schiller, et. al (see list below).

 

REPORTS:

 

Minutes: Ann Marie Schiller presented the September 2024 meeting minutes. They were reviewed, Felicia LaClair made a motion to approve the minutes, and the motion was seconded by Derek Braxton.

Treasurer’s Report: Dawn LaCour reported that we earned $690 from our two most recent spirit nights. Our total revenue for September was $3,098.21, with expenses of $2,201, resulting in a net revenue of $896.71 for the month.

Spirit Night: Tammy Vaillancourt reported that the Texas Roadhouse Spirit Night is scheduled for next week, and Texas Roadhouse will also participate in Trunk or Treat. The kids will also be receiving bookmarks that can be redeemed for a free meal. Urban Air will also join Trunk or Treat, and the committee chairs are coordinating a future spirit night with them for later in the year.

Fundraising Opportunity: Alex DeSanto proposed a popcorn fundraiser, and after discussion, we decided to hold off for now due to the number of current events and fundraisers. Tammy agreed to lead this initiative if we decide to proceed, potentially revisiting it in December.

Appreciation: Erica Lynn, our new Appreciation Chair, shared that the PTO recognized our custodians by gifting them Starbucks and Panera gift cards in honor of Custodian Appreciation.

 

OLD BUSINESS:

Security Officer Appreciation, Yi Champions Fundraiser: Alex DeSanto reported that the PTO provided lunch, a card, and a gift card to Ms. Cossio in appreciation of her service. Additionally, 10 students participated in the Yi Champions fundraiser, raising a total of $600.

 

NEW BUSINESS:

Volunteer Opportunities:

  • Committees: Alex DeSanto provided an overview of each committee. We will need additional support for communications, as Felicia LaClair will be transitioning out after this month. Erica Lynn has volunteered to take on newsletters and Staff Appreciation. The Spirit Wear position remains open, while Jeannie Botteri has filled our other committee roles.
  • Other Opportunities: Alex DeSanto explained the need for volunteers to ensure the success of upcoming events, including Trunk or Treat, Read-a-Thon, Holiday Potluck, Staff Gift Wrapping, and Movie Night.

Spirit Wear: We will have a free shipping period for purchasing additional spirit wear through Athletes Mark.

Upcoming Events:

Read-A-Thon: Alex DeSanto explained that the Read-a-Thon will begin this month. Information will be sent home to help students create personalized links for soliciting donations. During the finale, the top readers will receive a special reward, and all students will participate in a parade and celebration. Author Ginger Clark will visit during the month, and students will receive a copy of one of her books.

     Trunk or Treat: October 25th – The PTO will feature the Candy Monster, and we will be accepting donations of candy bags to help support the event. Felicia LaClair suggested reaching out to staff members to see if they would like to have a table at Trunk or Treat.

 

Additional Fundraising: Alex DeSanto suggested inviting the Kona Ice truck to our events. The more frequently they participate, the larger the donation we could receive. This is an idea we will keep in mind for the future.

Funding Requests: Alex DeSanto reported that Guidance is seeking volunteers for the career fair to discuss various careers and has requested $375 for boxed lunches for these volunteers. There was extensive discussion on how to recruit more volunteers, and we received majority approval for this funding request.

Ms. Aivars is requesting $889 for third graders to attend a field trip, which also received majority vote approval.

Ms. Gast is requesting $1,000 for costumes, glow T-shirts, bookmarks, finger flashlights, neon markers, and slime for a literacy night. There will be several fun stations to encourage students to read. The glow T-shirts will be for volunteers, while the other items will be distributed to students. This request also received majority approval.

Lastly, Alex reported that the Paws lunch account is getting low, and the PTO wants to add $1,000 to it, which received majority vote approval.

REMARKS BY DR. BOLLES: Dr. Bolles expressed his appreciation for the staff appreciation gifts, highlighting their positive impact. He will discuss the Trunk or Treat tables with school staff and teachers.

Dr. Bolles reminded everyone that there will be no school for students on Monday, the 14th, and an earthquake drill is scheduled for that day. He announced there will be spirit days during the week starting on the 21st.

There will be no school on November 1st, 4th or 5th. On November 7th, a Veterans Day celebration will take place, inviting former military members for pastries and pictures with their children, followed by a flagpole assembly. There will be no school on Monday, the 11th.

The Nothing Bundt Cake fundraiser will begin on Tuesday, the 12th. Dr. Bolles recommended voting on PWCS calendar input. He also mentioned that parents can communicate with the school regarding any books they prefer their child not to check out.

Lastly, the timing for the parent advisory meeting will shift to one hour before the PTO meeting, during which the gifted teacher will present information about the program. The meeting promotes transparency between our school and the community.
